New York’s 2025 legislative session concluded just after 12:00 a.m. on Wednesday, June 18th. The Senate wrapped up its work on June 13, around the time that the session was originally scheduled to conclude for both houses.
As you are aware, this year’s legislative session has been quite the ride! As you may recall, the budget which was due on April 1, was not approved until early May. At the same time, your NYSCA officers and legislative committee attended a leadership lobby day where we met with Assembly and Senate sponsors of our priority bills, as well as chair of the Assembly and Senate Higher Education Committees. Overall, this was a very positive and productive day, with much support noted for the various bills, including and especially our scope of practice bill.

Big, Breaking News! NYSCA’s #1 legislative priority - a long overdue update to the chiropractic scope of practice - cleared the NYS Senate late this afternoon by an overwhelming majority vote. The focus of NYSCA’s lobbying efforts now shifts to the legislature’s lower house, where the bill’s Assembly sponsor, Assemblymember Sarah Clark, will spearhead the effort to achieve a similar outcome among the Assembly’s 150 members.

Effective August 1, 2025, the NYS Workers’ Compensation Board (Board) will require health care providers to submit the CMS-1500 universal billing form electronically, through a Board-approved electronic submission partner. But don’t wait! All providers are encouraged to move to electronic submission as soon as possible to take advantage of key benefits.

The New York State Chiropractic Association (NYSCA) is pleased to announce that the 2025 election period for NYSCA Officers and Directors is now officially open. Voting will be conducted online through AssociationVoting.com, and ballots will remain open from May 1 through May 15, 2025.
For well over a year, the NYSCA Insurance Committee (the NIC) has reported on an antitrust class action lawsuit due to the overlap of Blue Cross Blue Shield (BCBS) plans. The settlement has been approved, including $2.8 Billion in a settlement fund. It is important to note the settlement also includes new requirements on how BCBS processes claims, communicates, and makes payments to healthcare providers. This involves all BCBS plans nationwide. Any health care services rendered over the past 15+ years are eligible to be part of this settlement.

Beginning 5/19/2025, there is a new mailing address for Medicare Part B claim submitters in Connecticut and New York (Upstate Counties and Queens).
In an exciting development for the profession, NYSCA President Dr. Anthony Palumbo has announced the creation of a new NYSCA Committee on Chiropractic Science, Philosophy, and Art. After his term as President concludes on May 31, 2025, Dr. Palumbo will chair this committee with the goal of fostering collaborative dialogue among chiropractors and chiropractic students of all backgrounds and alma maters.
More than 275 attendees hailing from ten different states, along with fifty different exhibitors and event sponsors, helped raise the attendance bar to new heights at the NYSCA 2025 Spring Convention, held March 28-30 at Mohegan Sun Casino and Resort in Uncasville, CT.
