As you know, 2025 saw a major legislative victory for our legislative priority bill, A4706-A sponsored by Assemblymember Sarah Clark and S5860-A, sponsored Senator Andrew Gounardes, with the passage of the bill in the Senate! While we did not see passage in the Assembly this session, we were very close, and we are confident that with the work of our Government Affairs Counsel and Assemblymember Clark, we will see passage of our scope bill in both houses during the 2026 legislative session. We worked for over a decade to reach consensus on the language included in this bill and have now reached the point where we turn the process over to the Legislature and the Governor and follow their lead to get this bill over the finish line. This means that we continue to fight for the best bill possible for the profession but accept and recognize that the final bill we get will be progress, not perfection. While the bill that passed the Senate was not perfection, it was very close to it and did not remove any of the key provisions that we have been fighting so long for. To be perfectly clear, the bill that passed the Senate passed with only minor technical changes that were requested to reflect how other professions' scope of practice bills have been drafted.

To help our members better understand the process, we are going to host a webinar on Monday, November 10, 2025 at 7:00 p.m. with our Government Affairs Counsel.

One of the premiere NYSCA membership benefits is representation before the New York State Legislature and Governor by a professional lobbyist who understands the legislative process and knows how to navigate the challenging environment that can exist when trying to pass legislation in Albany. We have followed the advice of our Government Affairs Counsel, Harter Secrest and Emery, led by Amy Kellogg. Amy’s advice and guidance throughout this process, and her expertise and understanding of Albany has us on the precipice of finally passing changes to our scope of practice legislation for the first time in over 30 years. In this webinar, Amy will provide NYSCA members with an update on the progress of our legislation and an insight into the legislative process. She will also talk about the landscape for 2026 and answer any question you have on the bill and the status.

We are at a critical point in our battle to final pass this legislation, and we ask that you join us for this webinar to hear first hand about the progress. While challenges remain, we must be diligent in staying the course and following the lead of our Government Affairs Counsel, who has been doing this for 25 years and knows the legislative process better than most.
